The earliest Christian prayer for the authorities

See the introduction to 6. The Letter of Clement ends with a long 'universal prayer' for Christians and all men.

Give us, 0 Master, peace and concord even as you did to our forefathers when they called devoutly upon you in faith and truth; and make us obedient to your own almighty and all holy name and to all who have the rule and governance over us upon earth.

For it is you, Lord, who in your supreme and ineffable might has given them their sovereign authority; to the intent that we, acknowledging the glory and honor you have bestowed upon them, should show them all submission.
